OMNI offers tailored services to help your company meet the compliance requirements of TITLE V (Operating Permits) and TITLE III (Hazardous Air Pollutants) of the 1990 Clean Air Act Amendments.


Title V

For Title V permits, the OMNI staff:

  • Develops a permitting schedule and strategy.
  • Gathers facility-specific data for permit application, including an enhanced monitoring protocol and Engineering Report.
  • Conducts regulatory analyses and review.
  • Conducts a pre-submission conference with the Department of Environment and Natural Resources (DENR) officials, then presents permit package for your review and feedback.
  • Finalizes permit package and acts as your liaison with DENR officials.
  • Procures your permit and reviews the terms with you.


Title III

For Title III, the OMNI staff:

  • Helps with plans for compliance with Maximum Achievable Control Technology (MACT) and Generally Available Control Technology (GACT) standards.
  • Conducts air dispersion modeling for Hazardous Air Pollutants (HAPs).
  • Develops risk management and emergency response plans for HAPs.
  • Develops a data management and inventory system for HAPs.
  • Ensures compliance with NC Toxic Air Pollutant requirements.
  • Keeps you informed.
