for Correctional Facilities (cont.)
For contraband smuggling, the scenarios can be enumerated
and may include:
- visitor smuggles drugs into visiting area
- visitor smuggles a gun into visiting area
- CO smuggles drugs into the inmate's cell
- outsider throws drugs over fence into recreation
area
Each of these possibilities has a path analysis that can now
be associated with it to determine the effectiveness of the
facility at detecting contraband smuggling attempts. Since
contraband is likely to be hidden and used later, further
analysis techniques need to be developed to consider the probability
of detecting and confiscating contraband prior to use.
Clearly, if we do such analyses exhaustively, we will have
analyzed a very large number of possibilities, so the availability
of an appropriate tool(s) would be a big asset to the correctional
facility security analyst. Since such tools do not currently
exist, we recommend that they be developed in coming years.
Findings and Recommendations
In this section of the report the analyst should identify
any deficiencies or other areas of concern and make recommendations
on equipment upgrades, policy and procedure changes, and possible
manpower reallocations.
Since facilities typically have a particular interest in video
surveillance, this draft guideline is also directed toward
the development of a video surveillance Master Plan. Future
drafts of this document can be expected to move toward a more
balanced, overall systems approach as other areas are examined
in greater detail. For now, special attention will be given
to the video recommendations for the video surveillance Master
Plan. An RFP for video surveillance will require the analyst
to specify the requirements in the following manner.
- Identify the location of equipment that will be required
- Identify the type of view and which zones should
be covered by the video and whether the system should perform
identification, recognition, or detection
- Identify whether color video is specified or black
and white
- Identify the need for additional lighting and the
type of lighting that may be required
- Identify whether the cameras should be fixed or pan,
tilt, and zoom (PTZ)
- Identify whether the cameras should be covert or
overt and whether tamper protection for the casings should
be provided
- Describe the type of switching equipment required,
and whether the transmission lines should be secure and in
conduit
- State any requirements for recording the view, such
as time of day required recording and continuous vs. periodic
recording
4.0 Conclusion
This vulnerability analysis report provides Correctional Facility
management a tool to be used in making critical decisions
to ensure the safety of the public, facility staff and inmates.
A comprehensive VA affords the superintendent the opportunity
to make future planning decisions based on an acceptable methodology
that can be used for budget considerations, manpower allocations,
and establishing procedural guidance.
